Chapters are the core of NOBLE and are a vital link in carrying out the mission of the organization. NOBLE consists of 55 chapters in six regions throughout the United States and two international chapters St. Kitts & Nevis in the Caribbean and the United Kingdom Chapter.

Chapters provide an organizational structure for members to enrich and improve programs within their own community and to respond to community issues and concerns. As NOBLE members, we realize our responsibility to give back to the community by participating in community outreach activities and programs. NOBLE chapters also provide members networking opportunities, professional development, and local and regional meetings and training.

All chapters must receive an official charter from the National Office and directly report to their assigned Regional Vice President. This charter is an official document which means a chapter has met all certification requirements.

Chapters elect their own officers, operate semi-autonomously, and are required to follow the National Constitution & Bylaws and the National Fiscal Standards. The National Executive Board reserves the right to suspend officers of local Chapters and appoint new officers on an interim basis when deemed necessary. The National Office in conjunction with the National Executive Board is empowered to work our further rules and regulations needed in governing and operating Chapters. All individuals must first join the NOBLE National Organization prior to joining a local chapter. Individuals interested in forming a NOBLE Chapter may apply through the NOBLE National Office.

 The purpose of NOBLE chapters are:

1.To establish an effective local mechanism to facilitate the development and exchange of information among minority law enforcement executives;

2.To work towards the immediate implementation of effective programs to increase minority participation at all levels of law enforcement throughout the geographical boundaries of the chapter;

3.To work with the community to achieve greater involvement and cooperation with criminal justice agencies;

4.To develop communication techniques for sensitizing law enforcement executives, officials, institutions and agencies in the criminal justice system of the problems of Black police officials and the problems of the Black community; and

5.To fully support the parent organization in all of its goals and purposes, both programaticaly and financially.
